Comprehensive Community-Building Initiatives (CCIs) are neighborhood-based efforts that seek to improve the lives of children and families and the communities in which they live. Individual CCIs take different forms and structures, yet all are guided by principles of comprehensiveness and community building.

Comprehensiveness is meant to indicate that CCIs seek to strengthen all sectors of neighborhood well-being, including social, educational, economic, physical, and cultural components, while addressing the interrelationships among them. Community-building places priority on a resident-driven approach that values local knowledge and participation in all stages of the revitalization effort.

The principles of comprehensiveness and community building are increasingly guiding a wide range of publicly and privately sponsored community development efforts. In addition to CCIs, community-based efforts in education, health, youth development, crime prevention, substance abuse, child development, child welfare, and other areas also draw on these ideas.
